The state of Connecticut is the riches state in the nation, but has three of the nation's poorest cities. In the 000 Census Hartford was designated the second poorest city in the nation. The city of Hartford also has some of the most racially segregated and poorest neighborhoods in the country. A proposal that is being considered is whether or not Hartford will be a city that requires scattered site low-income housing in surrounding suburbs. If scattered site housing is developed there would be more opportunities available for poor urban minorities.

To understand how neighborhoods became segregated we need to know how urban ghettos came to be. Immigration and industrialization are two of the main causes in the development of ghettos. World War One was the first migration of African-Americans to the North. They took low paying jobs in the factories. Wartime was good for the economy. There were higher demand for jobs in the Northeast and Mid-West. After the war in the 10's there was a reduction in immigration and there was lest labor. Half of the African-Americans who migrated to the North moved back to the South. African-Americans were hired again, but they were only used as strikebreakers. In the beginning of the 150's through the 160's decentralization of industries began. Since cites started to become crowded and moving material in and out was getting hard industries began to move different parts of plants into suburban areas. As jobs began to move so did the people. Realtors, bankers, and developers became rich off of the new suburbs.

Realtors relied on a practice called blockbusting. They made their money off of racially segregated neighborhoods. As minorities began to move into all white neighborhoods, whites would begin to move out. Realtors wanted to keep people moving. They also played on racial fears. Whites began to fear minorities. Banks began a practice called redlining. Banks had different levels of risk for giving out loans. White areas were low risk, but it was harder to get a loan in a racially mixed or all African-American area. It decreased the opportunity for minorities to get a loan. If whites owned property in a minority area it was extremely hard to sell. Minorities would try to buy the property, but since they were high risk they could not obtain a loan. The whites who owned the property did not to anything to keep up the property. When the property began to get damaged nothing was done to correct it. Banks tried to keep racial homogeneity. The housing loans were used to keep the same races in neighborhoods. People wanted to believe that segregated neighborhoods would develop stability.

There were organizations that tried to keep neighborhoods racially segregated. Organizations such as the Veterans Administration and the Federal Housing Administration allowed mortgage rules to become more liberal for whites. It also allowed working middle-class whites obtain welfare. This is how urban ghettos came to be.

Upper-middle and upper class do not want to give their wealth up. Concentrated wealth reproduces social class. When we create communities we create institutions through which social classes are reproduced meaning that the rich will stay rich and the poor will remain poor. If we try to challenge social class we can give a wide variety of opportunities and resources to low-income families who would probably never have the opportunities they would have in their poor neighborhoods.
